Mines and Minerals (Amendment) Act No. 14 of 2024: beneficiation and 24% citizen equity

Amendments to the Mines and Minerals Act add local beneficiation requirements, a 24% citizen equity participation provision and preferential procurement measures, together with environmental rehabilitation guarantees and tougher penalties. The Minister of Minerals and Energy said the amendments came into effect in October, and that regulations setting minimum beneficiation requirements for all mineral groups were being drafted.
