Ban on exports of raw manganese from 1 January 2029

The Council of Ministers decided on 30 May 2025 to ban exports of raw manganese from 1 January 2029 (the date used here). The aim is to promote local processing. Accompanying measures include a public-private investment fund for manganese processing and tax incentives for industrialisation projects. The Council of Ministers of 8 September 2025 adopted the implementing decree: the ban applies to holders of manganese exploration or mining permits and to traders and exporters, with a transition period from 2025 to 31 December 2028 for operators to build or upgrade local processing units and submit an industrial transformation plan.
