Decree-Law No. 30/2021 regulating mineral deposits under Law 54/2015 (new mining regime)

Regulates the award of rights to prospect for and exploit mineral deposits, which belong to the State's public domain. It allows competitive tenders for prospecting rights, strengthens public participation and environmental requirements, and shares mining royalties with municipalities. The preamble cites lithium as a key energy-transition material and provides for possibly requiring ore to be processed in Portugal. It repealed Decree-Law 88/90.
