Decree No. 2024-1502 suspending mining along the Falémé river until 30 June 2027

Suspends all mining operations and the granting of new mining titles around the left (Senegalese) bank of the Falémé river, on the border with Mali, until 30 June 2027, citing protection of the environment, public health and security of the border area. The measure targets dredging and gold panning that pollute the river. Signed 31 July 2024 and published in the Journal officiel (No. 7753) on 5 August 2024.

Mining Code (Law No. 2016-32 of 8 November 2016)

Replaced the 2003 code. A mining licence gives the State a free, non-dilutable 10% stake in the operating company for the life of the mine, and the State may negotiate a further paid stake of up to 25% for itself or Senegalese investors. Royalties are 5% on gold, zircon, ilmenite and other heavy minerals, phosphates and iron-ore concentrate, and 3.5% on base-metal concentrates; lower rates apply to ore processed in Senegal (2% for iron ore used in local steelmaking, 1.5% for base metals refined locally, 3.5% for gold refined in Senegal). In 2025 the government said a new code was being drafted; no adopted text was found.
