Presidential directive ending exports of unrefined gold (local refining at Nimba Gold Refinery)

At a meeting with industrial, semi-industrial and artisanal gold operators and gold buying houses, the President stated that exports of raw gold are to end and that Guinean gold is to be refined in the country, notably at the Nimba Gold Refinery in Gbessia. The refinery is described as able to process 2,000 kg of gold a day. Announced at a meeting; no implementing decree or effective date was found.

Creation of Nimba Mining Company S.A. (100% Guinean bauxite operator)

Nimba Mining Company, presented as the first 100% national mining company and owned by a national holding for extracting and processing natural resources, was created on 5 August 2025 and operates the Tinguilinta bauxite mine. Within three months it had loaded a first 200,000-tonne bauxite cargo at Kamsar under a 1.5 Mt sales contract; the Government stated it intends to build alumina refineries. Typed incentive because no other type fits a State-owned operator.

The State and GAC signed a preliminary agreement on GAC's long-stalled alumina refinery project (stated cost USD 4 billion, about 1 million tonnes of alumina a year), with the State moving from no stake to at least 15% of GAC. Representatives of GAC's partners EGA and Mubadala attended and committed to build the refinery.

Presidential demand that bauxite miners with refinery commitments submit implementation plans

The head of State convened mining companies whose conventions include alumina-refinery construction and required them to submit plans for implementing those commitments, as part of a policy of processing bauxite in Guinea. This is a presidential directive reported by the Presidency, not a published decree; later refinery agreements (GAC term sheet, SPIC) are presented as following from it.
